IEC 61914:2021 explicitly brings liners, optional parts, mounting surfaces, cable voltage classes, plated-product corrosion classes and multi-cable axial testing into the test context. A change is not automatically harmless or automatically disqualifying; its effect on the tested load path and acceptance claim must be documented.
Do not approve report reuse from the model name alone. Compare the tested and supplied configuration: body, size, liner and optional parts, fasteners and torque, cable or mandrel, formation, mounting surface, load direction, temperature and declared duty. Classify the result as documented equivalent, engineering review with supplementary evidence, or repeat test.

§ 01 Build a tested-configuration fingerprint
Record the report number and revision together with cleat model, size, body material, liner and optional parts, fastener set and tightening instruction, cable or mandrel diameter, formation, mounting surface, fixing pattern, load direction, temperature and declared performance.
§ 02 Liner and optional-part changes need review
IEC 61914:2021 added the liner definition and test requirements where liners or optional parts are used. A change in thickness, hardness, material, profile or retention can alter fit, cable protection, movement and the force path; a shared body does not prove equivalent performance.
§ 03 Fasteners and torque belong to the assembly
Changing bolt diameter, grade, washer, nut, coating, quantity or tightening instruction can alter closure and fixture capacity. Confirm whether the tested assembly used the same hardware and whether the report or manufacturer controls installation torque.
§ 04 The mounting surface is part of the declared context
IEC states that cable cleats can rely on a manufacturer-specified mounting surface for axial or lateral retention. Tray, ladder, strut, rail, beam and plate are not automatically interchangeable when thickness, hole pattern, edge distance or fixing access changes.
§ 05 Cable size and formation must remain inside evidence
Compare cable OD, number of cables, trefoil or flat formation, voltage class where relevant, axial or lateral load direction and any short-circuit test arrangement. A report for one size or formation is not automatically evidence for another.
§ 06 Use three disposition outcomes
Documented equivalent requires traceable evidence that the changed item is identical in function and controlled configuration. Supplementary evidence can include drawing review, material comparison or a limited test when engineering accepts the boundary. Repeat testing is appropriate when the changed configuration affects the tested load path and equivalence cannot be demonstrated.
§ 07 Control the approved configuration after release
The released BOM, drawings, report revision and installation instruction should be linked. Later substitutions need a change record that identifies affected claims, reviewer, supporting evidence and whether project or laboratory approval is required.
